Community Development Service and Special Projects Department


The CDS & SP Department is headed by a Director.


The Department'S Vision and Mission Statements are as follows:


    Galvanising the great potentials of our youths and generating community interest towards national development.


    Enhancing the living standard of our host communities at all times.

  5. GOAL:

    To improve the economic, health, political and socio-cultural conditions of our host communities towards sustainable development.


In order to discharge its mandate, the department is headed by a Director who coordinates its three (3) Divisions and seven(7) Branches. However, two (2) special Units were recently created by the department to accommodate the excess Deputy Directors that were posted to it. This also led to the creation of some branches/sections.


The Divisions are as follow:

  1. Community Development Service Division:
    The division is headed by a Deputy Director. It is made up of the following branches:
    1. Traditional Community Development Service Branch
    2. Corps Projects Branch
  3. Scheme Collaboration Division:-
    The division is headed by a Deputy Director. It is made up of the following branches:
    1. Scheme Collaboration Branch
    2. SDGs Branch
    3. Voluntary Service Branch
  5. Special Projects Division:-
    The division is headed by a Deputy Director. It is made up of the following branches:
    1. Special Projects (Local) Branch
    2. Special Projects (National) Branch

It is good to state here that by the official organogram of the Department, there are three Divisions and seven Branches. However, in order to accommodate the extra Deputy Directors posted to the department, and for administrative convenience, two Special Units were created and the Heads of the Special Units report directly to the Director. The Special Units are:

The activities of the Department are divided into two streams as follow:

  1. Existing Activities:

    1. Group CDS activities in line with the 16 approved groups.
    2. Personal CDS activities: States/FCT Coordinators are to encourage corps members to embark on personal CDS projects. There should be continuous sensitisation and mentoring by Zonal and Local Government Inspectors to achieve this.
    3. Nationwide monitoring of CDS programmes
    4. Collection, collation and analysis of CDS Reports from the 36 states and FCT on a regular basis.
    5. Combating Ebola Virus Disease (COMEVID) programme. Under this programme, the following activities are held;
      1. Training of trainers for selected Corps Doctors and HIV/AIDS Schedule Officers.
      2. Sensitisation and awareness creation on EVD in all the states of the federation
    6. NYSC/SDGs Project. This programme, which include training of SDGs volunteers and WAP beneficiaries, involves:
      1. Refresher Training for Orientation and Master Trainers
      2. De-Briefing of Team Leaders
      3. Award of Excellence for outstanding corps volunteers
      4. Training of SDGs volunteers at orientation camps.
      5. Training of WAP entrepreneurs.
      6. Empowerment of WAP beneficiaries.
    7. NYSC/HIV/AIDS Advocacy Programme. This programme involves: Sensitisation and training of HIV/AIDS PETs. The funding of the training was taken over by the NYSC Management with effect from the 2014 Batch ‘B’ Orientation Course due to the withdrawal of the major partners – UNICEF and its subsidiaries, ARFH and SFH.
    8. Corps members’ participation in state-organised monthly environmental sanitation programme nationwide.
    9. Recruitment and training of volunteers for VSO programme (FCT, Nasarawa, Kwara, Kano, Zamfara, Lagos and Niger).
    10. NYSC/NEMA partnership on sensitisation and training of corps members as Emergency Vanguards.
    11. NYSC/ECN partnership for training of corps members on renewable energy technology.
    12. NYSC/UNMC partnership on ‘My World’ Survey. NYSC partnership with the United Nations Millennium Campaign (UNMC) Office on the engagement of corps members as Enumerators in the 774 local government areas and selected schools for the second phase of ‘My World’ Survey across the country.
    13. NYSC/UNICEF partnership on U-Report. Though NYSC met the target of mobilising one (1) million U-Reporters by August, 2015,the registration of U-Reporters still continued on the platform.
    14. NYSC Sports and Cultural Festivals: This is an annual programme of the department aimed at encouraging the development of the spirit of sportsmanship and building healthy competition among corps members as well as the appreciation and promotion of the host communities’ values and culture.
    15. Health Initiative for Rural Dwellers (HIRD). A programme initiated by the Director-General. It was flagged off in Kwara State in November, 2014. Under the programme, a nationwide one-week medical outreach was carried out in September, 2015. The medical outreach is being planned to hold every quarter nationwide in 2016.
    16. NYSC Hope Alive Programme (NYSC-HAP). This programme has gained Federal Government/private sector acceptance. Nine (9) beneficiaries of the programme were recently given automatic employment by the Federal Government, apart from receiving cash awards from individuals.
    17. NYSC/Mercy Corps Nigeria partnership presently working in Kaduna, Kano and FCT. The partnership is on Educating Nigerian Girl in New Enterprises (ENGINE). The programme is ongoing in FCT, Kaduna and Kano. Other states are to key into this programme gradually.
    18. NYSC/GOTNI partnership on leadership training for corps members.
    19. NYSC/NPHDA partnership on Combating Ebola Virus Disease (NYSC COMEVID). This involves sensitisation/campaigns on the Ebola Virus Disease (EVD) across the country.

  3. Emerging Activities:

    1. NYSC/Federal Ministry of Environment partnership on planting of one (1) million trees every year.
    2. NYSC/NDLEA partnership on training of corps members and sensitisation campaigns/formation of clubs on drug-free society.
    3. NYSC/NESREA partnership on environmental matters.
    4. NYSC/Federal Ministry of Education partnership on pre-school/early child education.
    5. NYSC/National Commission for Mass Literacy, Adult and Non-Formal Education partnership on mass literacy.
    6. Sensitisation/campaigns against malaria and tuberculosis through NYSC partnership with NPHCDA and other partners.
    7. NYSC/SON partnership on promotion of standard products in the society.

    The Department recorded the following achievements during the year under review:

    1. Increase in participation of corps members in CDS activities nationwide
    2. Training and deployment of 5,332 Corps MDGs/SDGs Advocates/Volunteers in the 36 States and FCT (2015 Batch ‘B’ corps members only).
    3. Publication and distribution of a handbook entitled ‘ABC’ of CDS to provide relevant information on CDS activities.
    4. Implementation of corps members’ participation in state-organised monthly environmental sanitation exercise.
    5. Implementation of a one-week nationwide medical outreach under the NYSC Health Initiative for Rural Dwellers (HIRD), a programme that engages corps health personnel with the support of other medical personnel in addressing health challenges in the rural areas. No fewer than 63,864 persons with various ailments were reached across the country during the programme.
    6. Sensitisation and training on Combating Ebola Virus Disease (COMEVID) during the 2015 Batches ‘A’ and ‘B’ Orientation Course across the country. Over6,332 corps members were trained to carry out further sensitisation on the disease in their various host communities.
    7. Facilitation of NYSC partnership with the United Nations Millennium Campaign (UNMC) Office on the engagement of corps members as Enumerators in the 774 local government areas and selected schools for the second phase of ‘My World’ Survey across the country. Nigeria is leading and is likely to emerge the overall World Leader in the survey, which is centred ondevelopment issues. Nigeria’s leadership in largest citizen survey in the history of the United Nations is expected to translate into greater commitment of both citizens and government in implementing the SDGs.
    8. Successful partnership with UNICEF on the UN U-Report project. This has led to the registration of over one million U-Reporters in Nigeria, the largest number in the world.
    9. Facilitation of 150 corps members’ participation in the Guardians of the Nation International (GOTNI) Emerging Leaders Conference, held at the International Conference Centre, Abuja in November, 2015 and the Leadership Summit for 2015 Batch ‘B’ corps members at the NYSC Orientation Camp, Kubwa.
    10. Training of 376 WAP agro-entrepreneurs; as well as their empowerment with start-up/seed capital of between N200,000.00 and N300,000.00 to establish their agro-enterprise.
    11. Sensitisation, recruitment and training of 568corps volunteers for the Nigerian Graduate Volunteer Programme (NGVP) in Kwara, Nasarawa, Kano, Zamfara, FCT, Nigerand Lagos States during the 2015 Batches ‘A’ (286 corps members) and ‘B’ (282 corps members) Orientation Course.
    12. Sensitisation, recruitment and training of 131corps volunteers for the Mercy Corps Educating Nigerian Girl in New Enterprise (ENGINE) in FCT, Kano and Kaduna during the 2015 Batch ‘B’ Orientation Course.
    13. Training of 6,332 HIV/AIDS PETs during the 2015 Batches ‘A’ and ‘B’ Orientation Course.
    14. Corps members’ interest in CDS activities have been aroused through well-packaged strategic information delivery on CDS programme, using innovative approaches like CDS Nuggets, CDS Platoon Lectures and the regular CDS Lecture in the camp, as well as the continuous distribution of ‘ABC’ of CDS as well as the Community Impact Day organised in the camp under the NYSC/MindTheGap Collaboration.
    15. Employment of nine (9) ex-corps members who benefitted from the NYSC Hope Alive Programme (NYSC–HAP). The nine were recently given their Letters of Appointment into the Federal Civil Service by the Federal Civil Service Commission.


    Community Development Service is one of the four cardinal programmes of the Scheme and the face of the NYSC in rural communities. It is worthy of note to State that through Corps CDS activities, the NYSC is recognized by Development partners as a principal organization and a major player on the issue of development within communities and across the nation.
